missing file privileges problems and more (SOLVED)
So a week ago i had this problem that steam needs repair and whenever i opened it the same error came but when i pressed X steam opened normally. The error began annoying me so I decided to reinstall steam. I deleted it from my control panel and went on the steam site to install it back. During the installation process I had that problem that Steam has an existing shortcut or something like that and I had to delete that shortcut to make way for a new one (dont remember exactly). In the end, steam installed back and I had 0 problems until a few days ago.

When I tried updating a game it started with the missing file privileges and whenever I tried opening any of my installed games it gave me the file error. The file privileges error is happening to my installed games and I believe something corrupted them. Anyways, I searched on the internet for solutions and tried clearing the download cache, fixing the folder, verifying steam file privileges and one of these worked for sometime.

Yesterday, the problem came back and it persisted. I tried the same things and it didnt work. I tried reinstalling the games and it didn't work. I recently discovered that the new shortcut I made for steam is also wrong or I think so because when I open steam with it a bunch of files appear on my desktop. Also to add that I recently discovered that my steam directory isn't in program files x86 (I don't know if it matters or not).

The last option I have is to delete steam and reinstall it but if I want to do that from the settings of windows an error pops up telling me that windows cannot find the uninstaller directory and tells me to make sure the name is correct. Basically I don't know how I can remove steam or at least play games without the missing file privileges popping up.

I believe that my whole Steam is installed wrong and causing these series of problems

It appears to me that you somehow installed Steam on your desktop rather than its default location. This could cause problems with Windows because Steam will try to modify files that are on the desktop which it does not have permission to do! Note games are tied to your account so you will not need to repurchase games even if you erase everything on your computer. As long as your account is secure and accessible (you and only you should know your user name and password), your games will be there when you reinstall Steam and login to your account.

Here is what I would do:
  1. Completely exit Steam.
  2. Check/repair the Operating System by use of DISM and SFC commands as Iceira suggested.
  3. Delete all strange files and folders that have appeared in your desktop. Be careful not to delete anything that was there before and is not related to Steam.
  4. Go to C:\Program Files (x86)\Steam and move "steamapps," "userdata," and "steam" folders temporarily to your desktop
  5. After giving Windows permission when it requests it, delete the Steam folder in the Program Files (x86). Note: Delete the "Steam" folder *NOT* the "steam" folder you moved to the desktop.
  6. Go to https://store.steampowered.com/about and click "Install Steam."
  7. This should save the Steam installer file "SteamSetup.exe."
  8. Run this file to install Steam at its default location "C:\Program Files (x86)\Steam." This location should be indicated on the third page after you select the language.
  9. After Steam installs itself, exit Steam. We will login later.
  10. Now move "steamapps," "steam," and "userdata" folders to "C:\Program Files (x86)\Steam." If Windows asks if it is okay to overwrite files, let it do so.
  11. Startup Steam by double-clicking the Steam shortcut on your desktop and login to your account.
  12. Your Library may show no games installed. Install the games you wish to play. Steam should recognize previously installed game files and will verify and download data as necessary.

This is how my desktop looks with all these files here
I honestly dont know what I can do. I ran out of ideas and I dont want to make it worse. The only way I can enter steam currently is because I made a taskbar ''shortcut'' to it so I can open
My steam and steamapps folder arent in program files x86. They are in :D\

Look i and otrher can try help you, but that dont explan what cause this,
lost disk on the chain or security app update to broken system that lost users right to the system, have you been on thirdpart app site that infect you with somethings as you see list is long with what cause this. ( i dont care if its porn site even ) there is a reason we need to talk openly about it. ( because what about next steam user this will happend with. )

first you need to scan for maleware just to be sure its not that.

then you might want to use

DISM.exe /Online /Cleanup-Image /Restorehealth
SFC /Scannow

google them cmd

and after that use chkdsk ( or check disk system hard drev's
try see it you do not want issue with them 3 in top of what cause this in the first place.

and before you google full controll or other why steam settings storage managemnent has lost its right or remove its added steam lib

This is steam default install path location
?:\Program Files (x86)\Steam

this is other disk with steam multi lib per drive letter
?:\SteamLibrary

if you use any other folder you need access rights, and maybe why you have system rights issue. ( security and system user rights can be raised over default if this is a company pc.
ppl forget such somethimes in the heat and think the own ther pc, assume this is not that.
as i said i will not explan every detail, or this post will to long as it already is.

start with this. reply back so i or other steam helper might give it a try in other directions.
do note, you call the shorts here , and can reset windows / system back as you see fit.
you can even try retosre previous restore point then you know it worked.

so many option that dont explan what cause this , but most dont give a crap today, they want back to gaming before i even reply on the post.

and if steam had a 1 button fix, i bet it was already been done.

ps.
dont forget most pro gamers or hardcore players i know will not have such system issue over 1-3 days and im not kidding you here.

if you have right gamer build pc you will have made it so that OS can be freshly restore reinstalled or whatever we call it, any pro gamers do this today , most learn did that from the past OS.

there is a reason we learn that then windows go down and we dont had the time for what cause this.

so you are telling me I might have installed steam from a bad site?
the thing is that the last resort I have is to reinstall steam but when I uninstall it, some error pops up telling me that they cant find the uninstaller and they tell me to make sure the name is correct
Iceira Sep 8, 2023 @ 3:35am
and if you dont understand anything here say so, so other helper can pitch in, you need to be skill for some of the things just like you try to do here with restore get steam up and running again
Iceira Sep 8, 2023 @ 3:37am
Only Original place
https://store.steampowered.com/about/

if you see other site report it to steam.
https://store.steampowered.com/about/

I installed it from here which is basically the same thing but in my language
If I uninstall steam and get rid of everything (basically start from scratch except the account) will my games need to be repurchased?
I did a quick scan for viruses and nothing was found. I believe I installed steam from the original site
Iceira Sep 8, 2023 @ 3:39am
try CCleaner and check for temoprary issue and windows registration database issue .
do know that app before you fiddle with its setting , do not change things you dont know about there.
not even i know every option and dont need them. let them be default untill you know better.

as i said your windows OS seem to be change or effect but with what.

steam is just like all other app should not have issue with installation.

feel free to add steam.exe to exceptions rule in anti-virus app what if that block steam now after a update of antivirus app security codes or app itself.

My safest bet is to uninstall Steam and put it back on. Do you think that could help?
