But, it sounds like you accidentally logged into the wrong account. If you want to download your games again, you'll have to use the Steam account that the games belong to. Search your email for a purchase receipt if you can't remember, it should have the account name.
If they are not in your library, you are on the wrong account.
I would go to a game you previously owned and go to Steam Support and there is a selection "My game is not in the library" click that and see what it says.
So, tell me, are the games on another disk or on C drive, or is this new PC a laptop? trying to wrap my head around this one...
The account name is important.
Its not the email.
Games are there.
I was thinking maybe "Family Sharing" was blocking something...
The good thing is that games are never permanently removed ever...
