Wifi can lose speed performance compare to hard wired to modem.
- If using network manager, or custom firewall, ensure not causing issues.
- Ensure network cable connecting your PC to modem is not loose as loose cable can affect performance.
- If you're doing multiple things in background that take performance away, can affect your download, example downloading from multiple sources at once.
- Try flushing your network out via CMD.
Please note MB = MegaByte, Mb = Megabit the B / b matter so you know which it is, ISP also use Mbps, apps may use MBps, or Mbps.
1 MBps = 8 Mbps
8 Mbps = 1 MBps
400 Mbps = 50 MBps
If your system can't handle the workload you may see slower speeds, and also may see freezing, or slow response on system.
1 megabyte = 8 megabit
400 megabits would be 50 megabytes which is close-ish and within margin or error of the speeds you are able of downloading at.
