and NO you do not want to turn it off ever. ( for most ppl LAN is always faster then WAN )
even MS windows update use it, why DL a update and not share copy it faster to other pc on same network, it make sense so line is kept free to wan traffic only.
you might not need this explanation, but im sure other steam user might need it.

and dont expect any explanations anyone, its start to be complicated then user know to little or tell what have they done to fix it.

And be happy someone tell you this, only way to make global game server better is to get them off to use it. if they can.
I can also say maybe games devs should move wifi user to own server then you can lag among yourself there. and dont effect other faster network.
whats the point in WIFI if its under 10meter away from pc a cable can do that.

gl with network, detail matter, and if you ask any gamer in the world they dont like lag at all no matter what game server we talk about, they know this side effect, problem is noone tell them why it can happend.
and we are back at FIX your pc and network issue. ( and now its not rude anymore )
and dont delete your post, its has nothing to do with you, all steam gamers should know this.
why wifi can be even worse choise then things get laggy and with its gamers with multi user and pc on same network.

how can we even guess on your network and its setup here as steam user we cant.
we have come along way from 1 pc and own connection per household.
