Bios update may be required if just built, or bought said new desktop/laptop, as there can be micro code issues that causes issues such as crashing, errors, or even bsod.
For selecting modes, you're referring to windows settings. If using laptop, have to go into GPU driver control panel if using amd, or Nvidia GPU, and use high performance because don't want to use igpu over the dgpu.
Could also explain why- at initial set up- the game told me (prior to attempting launch) that it couldn't find my graphics hardware and would run on the lowest setting.
At any rate, have checked everything and verified all is up to date, even bios. Will run scan via CMD next.
I appreciate everyone trying to assist on this. I'm sure- once resolved- the answer will have been frustratingly simple.

If you lack 3D management setting, then I suggest go download Nvidia driver from Nvidia website for your GPU, and install it, do clean install, and afterwards should get that settings, reason why not showing is because it using pre config driver, or custom driver by laptop which idk why they're messing with it really to removing important settings.

I thought I had: apologies from the new guy on Steam. Yes, it's a new gaming laptop.
At first glance, it appears the issue is that Steam is not recognizing my video card. But I'm pretty sure there's some issue with Win 11 as well (some minor thing I need to toggle). Regardless, I'm taking it to the Geek Squad this week, since I've done everything I humanly can.
Just odd that Microsoft Game Pass (free trial for buying laptop) can easily recognize my hardware, but Steam cannot. Game Pass is cool, but I want to add mods... hence, Steam.
I will just download the game and try myself since i am on the latest Windows 11 build.

Edit: Yeah, no problem starting and playing the game. Just as the last time about 5 weeks ago.
Even with the newest Windows 11 build/update.
So the reason why it wont start for you must be something else.
Thanks for confirming, Ogami. That's another thing to check off the list of "shouldn't be a problem". At this point, I've narrowed it down to Steam just not recognizing the GPU. Every re-install/launch comes up with same message: "Will now try and detect your video settings", then "Could not detect, running your game on lowest...", then nothing. NVIDIA series 3000, so this game shouldn't be a problem. I'll let the folks at Best Buy figure it out.
Not detecting modern video cards it normal for Fallout 4.
I dont think it recognized any of my cards i had over the last 6-7 years or so.
Bethesda never updated the video card database since 2015, so everything released after that does not get recognized.
But usually just switching everything manually to high/ultra settings always worked for me.
Ensure nothing messing with game files, or permissions, and try verify game files. Also if you're using a laptop make sure go I to GPU control panel to use high performance mode for the game this will use GPU instead of the igpu if your laptop has dedicated GPU.
