Is a wrong language Steam email always a sign of a compromised account?

I recently made a Steam support request and only just now noticed that the email to let me know that the request was received was in Italian (my client & preferred language is PT-BR, although I had recently changed to from English).

Just to be sure, regardless I followed the usual recommended steps, these ones:
1. Scan for malware. Use your own antivirus programm or use https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

I did not see any unusual logins in my login history, nor any devices I did not authorise myself. No API keys. I also recently sold an item on the market (and yes, that was something I did myself) and that time the email was in PT-BR. No other unusual emails from Steam, and all others have been in the language they should be besides that one, which again was for a Steam support request that I know for a fact I sent myself. I did not click on any links in the wrong-language email as well, just to be extra safe.

If you have followed the steps, you should be safe for now. Just keep an eye out for more emails and possible changes to your account.
