Can't complete purchase, support not found

Yeah, it's that simple on this end. I want to complete a purchase, didn't work yesterday all day, not today. I tried removing items that might cause an issue but it didn't help. Switching payment option didn't help. Not the first time though.

The notification tells me to try again in a minute but that's obviously not helping, it also tells me to contact support but when I go the section about not being able to complete a purchase the dumb "support" sends me to unrelated sections only, which in turn tell me nothing helpful/that Steam is not responsible (ie about a retail key or damaged key), thanks a bunch really. Is there no actual contactable support here anymore? I know it wasn't too helpful in the past but this is even worse.

What I have not done is try to buy each item individually, but that's nothing I will be doing because every individual transaction is costing me fees as well.

I am purchasing for myself, because I'm buying bundles/dlcs (of which I own somealready) the gifting option is even greyed out and couldn't be used if I wanted to.

What I am trying to buy is the following:

-Stae of Mind - Soundtrack
-State of Mind - Artbook
-Rats, Bats and Bones
-Krush Kill 'N Destroy 1 & 2
-Lila's Sky Ark + Soundtrack
-Arkanoid
-Iron Danger - Supporter Pack
-Lords of the Realm Complete
-Warhammer 40,000: Space Wolf - Deluxe Edition

I removed the first three.
The first two are making issues by themselves. I have them on my wishlist but they are no longer appearing in the store, WL has prices, in cart they show as 0 (technically not "free"). Rats, Bats and Bones is apparently fine but looks like it would make an issue because it appears as a featured game for the current Strategy event but has little to do with that.
The others show no irregularities to me (other than the preview banner for bundles being buggy but that's a common Steam issue and shouldn't cause trouble...I hope...)

What country are you in? And what currency is your Steam store in?

I am just going to assume Argentina. Am I correct?

Until the devs/pubs adjust their prices, you can not purchase them.

As for Warhammer 40,000: Space Wolf - Deluxe Edition and Krush Kill 'N Destroy 1 & 2, those do not even have prices set for Argentina...

I am in Europe (Germany) and the store is showing me prices in €.

Also, how do you reach the conclusion that it's Argentina? I'm more used to Italy assumptions, but Argentina is new

This policy applies to all users and probably converts prices in other currencies to dollars.
Limit is set to 0.99$ Anything below or free will throw an error for the customer.
In Germany you have this issue, too.

Oh ok, that's complete ♥♥♥♥♥♥♥♥, but not unusual for Steam. Anyway, this wouldn't apply to me because I removed those items that are less than 1 buck from the cart but it still doesn't work, even after completely emptying the cart and only putting the others back in (and of course waiting a while inbetween).

So I figured it out after going through all of them and what causes the issue is Warhammer, because one of the DLCs in the deluxe edition is discounted too much and that intereferes with that idiotic policy up there. the limit isn't 0,99$ but the discount on items that cost certain amounts is limited (all still bs but here we are, sheesh).

If only Steam was giving off proper warnings rather than nonsense along the lines of try again or contact support you can't reach...
