Okay, apparently I'm not allowed to decide where I want my files to be stored ON my system. But when I put my old games inside of the new "default" dirrectory nothing happens even after restarting steam and I only get option to start completely re-downloading the game.
Whoever suggested to implement this new UI "improvement" is straight up incompetent and should be fired. Now wish me luck re-downloading 500GB of game content.
-->... For people facing the same issue: As a workaround, I opened Steam Console via steam steam://open/console and then added a library with library_folder_add <path>.
This is how it is done in the NEW Steam management app under Windows:
1. Go to "Steam -> Settings" menu
2. Select "Storage" category (note: not "Downloads", but "Storage"!)
3. You will see a drop-down list with drive letters/specs/names (usually just "C:" for fresh installs). Open that drop-down list
4. Select the very last entry: "Add Drive"
5. A smaller window with another drop-down list of drives will open
6. Scroll down to the very bottom of that list to the "Let me choose another location" entry and select that entry
7. Press "Add" button
8. And that's where you will be able to specify any folder for your Steam games (including a pre-existing one)
9. If you selected a pre-existing folder with already-downloaded games, you might also have to do "Repair Library" in "Storage" category (step 2 above) to "reconnect" steam to an existing library
