Destiny 2 Not running it says "failure app running"

I’ve tried restarting my pc, updating all my drivers, verifying the integrity of the game files, un installing and re installing Destiny 2 as well as Steam. I’ve tried giving Destiny 2 access through my firewall. I’ve tried scanning for corrupt files on my operating system and repairing/replacing them and none of these things have helped or resolved the issue. please help ive done literally everything. when i press play on the game it doesnt even show up on my task manager either, brings me to the Hardware changes prompt but after i click yes nothing happens and the error message "failure, App running" pops up in steam.

Fixed it!
go to file location mines here :
D:\steam\steamapps\common\Destiny 2
right click on Destiny2 and Destiny2Launcher
go to properties then compatability
make sure disable fulscreen optimizations and runas admin are checked then select apply

I was wrecking my head for about a month, reinstalled the game three times, reinstalled direct X and all Microsoft net shenanigan, I was about to reset the whole pc when I found your answer. In case that wasn't clear enough it worked <3
