So they just block all adult content for German users via IP and store region blocks.
You cant even view the community forums of adult content games in Germany.
So apart from moving to another country or getting Valve to comply with German laws, there is no way for you to view NSFW content in the German Steam store.
There is a mix of things going on here.
First, it depends on the "adult" content.
Only games that are marked as " mature adult content" on the store page fall under that block, so blatantly pornographic games.
Games that are sexual but not pornographic or use a patch/DLC to unlock the adult content are excluded from the block.
Also the block only was introduced after a while so if you bought any pornographic games before that you still have access to all those adult games like any other game you own.
There is also a loophole that some adult games just plaster a "USK 18" sigil on their store page and apparently that means that it can show up in the store for German users, pornographic or not.
Its all VERY convuluted.
