That product key does not and never has been accepted on Steam.
I don't recommend playing the old cod games online, due to it known problem such as RCE = Remote Code Execute, which is a attack to install malicious code on victim system if they join scammer server, or scammer join them on peer to peer network lobby. As the old cod games hasn't received update for years to fixing that security problem, only newer cod games has protection such as black op3 2015, and newer game releases. So it at your own risk if you play older cod games on multiplayer.
If you want to use Game For Windows Live, you need to install the last & latest version of it as only that version works in order to use the Microsoft/Xbox service. You can download it from pcgamingwiki as they stored it before Microsoft had stop providing the download for it.
