CD KEY
I have had world at War for several years ,i have played hundreds of times i got the old game out played it again no problem ,i then was trying to add it to Steam,Steam says invalid i have the booklet key code and CD

World at War was never be able to be activated on Steam.
Activision started doing that with the game's successor, Modern Warfare 2.

Not all keys works for steam, the game has to state it for steam to know for sure it will work, please note that keys can be redeem only once, can't be used ever again afterwards, as keys are permanently bound for life time to said account they are redeemed on, can't be re-redeem on another account, can't be transferred, nor can it be undo, hence permanently bound for life to said account once it been redeemed.

Now if I don't remember what kind of key comes of cod waw1, if you see a game for windows live on the box, then that means key for that, just like on Steam, keys can only be used once, note that Game for windows life uses Microsoft/Xbox account if you have one, use same account, if you don't have an Microsoft/Xbox account you can make one for free, then register the game key when in game when the game for windows live overlay appears, and login to your Microsoft/Xbox account, then redeem key.

Now if the key not for any service on the box, then means the key is to just unlock to install the game, or to launching it.

I don't recommend playing the old cod games online, due to it known problem such as RCE = Remote Code Execute, which is a attack to install malicious code on victim system if they join scammer server, or scammer join them on peer to peer network lobby. As the old cod games hasn't received update for years to fixing that security problem, only newer cod games has protection such as black op3 2015, and newer game releases. So it at your own risk if you play older cod games on multiplayer.

If you want to use Game For Windows Live, you need to install the last & latest version of it as only that version works in order to use the Microsoft/Xbox service. You can download it from pcgamingwiki as they stored it before Microsoft had stop providing the download for it.

Games used to have a CD key simply as a means of DRM. You had to put in the key to prove you bought it. It had nothing to do with Steam and they predate Steam's existence. A Steam key is a key specifically to activate a game on Steam which is what you do not have. If you want to play the game on Steam you need to purchase a the game on Steam or a Steam key to activaqte on Steam.
