Correct, if a publisher excludes their game from family sharing then it can't be shared. If you want to play it you will have to buy it.
Correct. Free to Play titles, games that need third party clients ( Ubisoft, EA, Rockstar, Activision) and some online games are excluded from Steam Family Share.
Also a developer may opt out of the service at any time, its voluntary on their part.
The only way for you to play that game is to buy it yourself for your account.
