Report a translation problem
This option is supposed to make it so that pressing the home button on a controller pops the Steam client up, but in your case perhaps there's something else triggering it. If you don't use it, it couldn't hurt to turn it off and see if it fixes the issue.
No controller is connected and for sure is not due to limited resources (32GB RAM with nothing else running).
I've trying uninstalling and deleting everything from the Steam folder. That seemed to have fixed the problem, but it was only a matter of time before it started up again.
Thanks for your replay. Under the controller; all those items are disabled.
And like @maberna, I don't have any controllers or anything of the sort installed. I do have many USB type devices that may be considered keyboards / controllers / mice...I will try and pay attention to what I am pressing when it happens to see if I can identify the source.

Still wondering if it is not something with Steam refreshing it's first page.
