Steam Window Repeatedly Popping up / Refreshing even over other games
It appears that the steam window for whatever reason pops up. Not the overlay and not when windows first starts. This is just during game play or even while doing other things that are completely unrelated. It pops up and I have to minimize or shutdown steam all together. This happens randomly and repeatedly and this behavior has just started over the past last couple of weeks.

Are the pc stuggle with free resource or cached data that need to be cleared.

I wouldn't think so. PC is i9 9900k w/ 3080TI. Otherwise PC works very well running any games or programs from the adobe collection and doesn't have any limited resources (i.e. drives are good and not full, 32 G RAM, i9-9900K and 3080TI) so pretty stable otherwise.

Without knowing what software and/or input devices you're using, my first suggestion would be to go to Settings > Controller and uncheck the "Guide button focuses Steam" option.
This option is supposed to make it so that pressing the home button on a controller pops the Steam client up, but in your case perhaps there's something else triggering it. If you don't use it, it couldn't hurt to turn it off and see if it fixes the issue.

I'm having a similar issue on Linux. Random Steam window popping up (settings, wallet, add new game dialog) after a game is started.
No controller is connected and for sure is not due to limited resources (32GB RAM with nothing else running).
I've trying uninstalling and deleting everything from the Steam folder. That seemed to have fixed the problem, but it was only a matter of time before it started up again.

Thanks for your replay. Under the controller; all those items are disabled.

And like @maberna, I don't have any controllers or anything of the sort installed. I do have many USB type devices that may be considered keyboards / controllers / mice...I will try and pay attention to what I am pressing when it happens to see if I can identify the source.

Still wondering if it is not something with Steam refreshing it's first page.

I discovered the issue. @Marblle was on the right track. I use a razer mouse and the hyper shift button makes steam window pop up.
