Download Speed is 80mbps but Steam is Stuck at 10mbps

Hey everyone! I need some advice. As the title says, steam won’t pass 10 Mbps. I did all the tricks, enabled priority, unchecked limit download speed, and other stuff but still it’s stuck at 10mbps. All my friends get higher download speeds but mine is stuck at 10. I even check my region but it’s still the same. Also I did do a speed test and my average download is 80-90mbps. Someone please help
