The Division 2 "glitch"
For some odd reason regarding the Castle Settlement in the Division 2, I cannot access the water-supply as it's barricaded off. Also I cannot do any of the other missions to completely unlock the Castle settlement. Could there be a reason behind this like an expansion for example?

Yea castle settlement is in one of the expansion/dlc packs but if a quests shows you there there must be a way in. Some times its so cringe i remember looking for shd cashe in just one street it took me 2 hour to figure it out. Or you can google

The Castle Settlement was in the original game as you discover it approximately halfway through playing the original campaign. It was not dlc nor added with the Warlords of expansion.

Yes you can enter but there was no npc's inside npc's comes with the expansions

Nope. It is a story location only and a fast travel point only.
