My Steam profile says I own less games than I actually have?

i wanna get the 25 games achievement but it show that i have only 23 and when i go to my games list it says 31 games wtf?

There are many games that don't count towards the badge regardless if you "paid" for them or not.

1. Nearly all Free2Play games don't count. Unless you paid to make it a premium license. This is different than the free for a limited time games.

3. There are also games that are in the "Learning" phase...

Games that are marked as "Profile Features Limited" or "Steam is learning about this game" will not count.

You can check for this on the Store page for the game.
