I got a WD Black 128MB cache, 7200RPM HDD (6TB) for the same price for what they wanted for a 2TB SSD. I needed more disk space to install a lot more larger games so I chose the HDD.
But the fact remains, I use all types of storage solutions from M.2 SSD to HDD to even an external SSD clone. But now when talking about my system, you are talking about 12 different storage solutions, so I am not a "normal/regular" user at all, lol.
→ True fact is that not one storage solution should be applied in every and all instances.
If the capacity is secondary to performance, then SSD obviously.
If performance is secondary to capacity, then you can get more capacity with an HDD for less money.
So it kinda depends on what your interpretation of "deal" is.
For me personally I don't view storage performance as the part of the PC that doesn't matter. I want a high performance system, so I use high performance storage.
