Friends that are online or playing are showed as offline

I faced this bug after the new update was released. SOME of my friends are showed as offline even when they are online or playing games and I am shown as offline to them when online or playing as well. And that goes for web browser and mobile app, not only desktop version.
I've tried clearing cache, rebooting pc, reinstalling steam, blocking and unblocking the friends that seemed to be bugged, but all of these actions brought no result. Has anybody faced this issue as well? Is there any solution?

Are you certain these users don't have their game details set to private?

People can set their status to Invisible, which means they'll appear offline to others.

Unfortunately, that's not the case. They would see if I'm online or playing if you were right, but I was shown as offline to them as well.

Invisible has no effect on whether or not they can see you playing.

They still have access to the chat and friends networking, you're referring to offline mode.

There seems to be a misunderstanding. Me and my friend have launched CS GO but we dont see each other. I see that some other friends are online or in the game but not them and the same goes for my friend. None of us is invisible and privacy settings are set to public.

Steam ports and firewall or new ISP can also effect this.

Test with other wan lines to ruleout own network issue or build.
im ref, to standard setup 1 router then ISP at wallplug ( no buling complex housenet, its here it get complicated to explan in adpartment building )

And the famous ipv6 that segmention the network if own ISP use it then you most have it also.
to even explan this in detail, most will not do that here. require network skills. your ISP should know this and some ISP has VIP potal as steam call it.

And test with another player in who cant see who might help sometimes.
chance are 3 cant see 1 each is slim.

Do not ruleout other spare pc and test own pc in top of this, i see it just as unit that talk with other in the other end, problem is to get though to it,

cable to Driver whatever cause is, dont really matter, its like process of Faulty finding. spare pc or friends laptop so you dont make same mistake and own security mistake on 2 pc.

as i said require some pc skill to understand , never ruleout own pc to other and back to it, in network communication.
