Steam Support will for obvious data privacy reasons not tell you when a product key was redeemed.
Additionally, Valve can and will not support you with issues you encountered by using any third party seller. Authorized or not.

If you are sure that you have never registered this key successfully, you will want to contact the retailer where the game was purchased to obtain a new copy of the game.

They are buying time. Demand a refund, if that doesn't work, do a chargeback.
Stop wasting your time with that scum.
Authorised retailers who control their keys with care and don't double-dip against customers - they know when they wholesaled the keys, how long they've been in holding and when they were sold. Scam retailers will buy global keys at the cheapest regional rate and then sell each one ten times over for a fat profit.
