Do you want to change your name to something offensive? Does your new name include a third-party site?
There is also a possibility that your account has been compromised.
No nothing offensive and doesn't include a third party site.
Now if it neither one, then go change password, and revoke devices, just check your Steam API key page, if see any API delete them that means someone been on your account as API can be used to do things with your account. The first two is just to kick anyone off your account. And if this works for name change, then you know there a problem, and need to figure out how you got them on it in the first place.
Have you tried changing your name using a browser instead of the app or Steam client?
Have you already contacted Steam Support about that issue?
You have advertised a third party site in the past. That's why I'm afraid that your account may be compromised and a bot keeps changing your name.
Are you logged in on several devices? Try the name change on a web browser like Chrome.
