I was charged by Bellevue-us and Steam eventually locked my account
Does Bellevue-us have to do anything with Steam? Because I received a message from it and told me "your card was used for $17" on 25th April and I ignored it as I thought it was a scam. Eventually, my Steam account got locked and it said, "25 Apr. $17, RACCOON CITY EDITION. This content has been removed from your account because the payment was revoked." How?

Valve HQ is in Bellevue.

It seems Someone bought that game from steam on your account then revoked the payment, at least if you’re telling the full story here.
