Ask steam support for better option in remove multi user account.
i know deauthorize account under security, but sense steam start as solo user to 1 pc im sure its forgotten through the time line, that multi login is possible , and family do this even more today.

Its quite odd they dont have the option to remove them under security or something like that.

i google to edit and do it yourself solution , maybe ask steam support have they as we call it today drop the ball here and forgot about it, as we say today, i mean will it not be so easy as test if i login to your pc and test steam is working and you have a issue or just show my game.

whatever it is im sure a easier way to remove user not allowed anymore.
dont forget i have never remove my own account.

Try make new steam accont and remove it through there as test.
dont forget its like hes previous login see it as all in one family and thats why it update it ,

"You need to undo hes Authorized account" under security, i try avoid you login issue with it do have own steam account login and pw rdy, you might want end up with own login issue i just hope it dont hurt your games in top of this , as i said never done it myself.

check steam Family setting maybe its there, he is technical your familly then you use same pc.

Restarted pc

Unauthorized his account on the PC

Reinstalled steam

Repeatedly deleted all workshop content trying to download

Deleted all data on PC from steam besides installed games

No avail

I appreciate the help btw ^ but I still can't get it to stop. Unbelievable

You know what i think you should make ticket , and help all other user in the future, this will not go away, today we do login at friends pc and show our game, i doubt you want to read that old post with delete and edit window registration, i mean that is seen as no GO, then this is steam area and problem, maybe you want to help all of us if this is indeed a steam area overlooked, or i dont know , and trrust me who want to manuel clean up user account inside steam,

i think you have a good case here with steam support, or are we missing something here we dont know about.

gl with it,

You also have steam suggestion, but i think you are better of with steam ticket because you have a issue with it download now. ( i call steam, family update sense it update hes library at your pc. ) its like he still is seen as your family. ( and that make it a steam issue )

maybe its already added to DL cue, and why it do so, and even if he is removed dont delete the cue, ( only steam know this sense they can test for such odd behavier, i only work with such and know you need test lab or access to all side to even know how to fix such. as i said you have a good case at steam support.

I *may* have solved it. I don't know for sure. I will get back here shortly either way. Trying to confirm.

FINALLY got it. I manually had to go to the drive where the games in question are installed, DELETE the "appworkshop_AppIDForGameHere.acf" files from yesterday's date, and that solved the issue.

Thank you! Though it didn't solve my issue completely, your solution inspired me. So I did some extra steps and it worked!

Here is all the steps I did.
1.Delete "appworkshop_<AppIDForGameHere>.acf" in "<Steam Folder>\steamapps\workshop"
2.Delete "<AppID Folder>" in "<Steam Folder>\steamapps\workshop\downloads"
3.Delete "<AppID Folder>" in "<Steam Folder>\steamapps\workshop\content"
4.Delete "<AppID Folder>" in "<Steam Folder>\steamapps\workshop\temp"
5.Clear download cache in "Steam Settings"
6.Verify integrity of game files after all steps

In my case, Steam re-downloaded the content of my workshop and no longer downloaded the content of other accounts.
