Can I transfer purchased DLC's to a new Steam account?

My daughter has been playing The Sim's 4 on my steam account for several years now. Over that time we have picked up some of the DLC's. Anyway she just graduated high school and will be going off to collage. we bought her a computer to take with her and we want to set up her own steam account but we would like to transfer the game purchases from my account to hers so she can continue to enjoy the game while she is off at collage. Is that something we can do?

No. Games and DLCs are all bound to the account.

No. You bought the game licenses for your own personal use and do not have the authority to transfer those licenses to anyone else or any other account.

If before one computer was used, family share would be effectively the same as before.
Try it out

But the game must not be owned to share the dlc...... Dont know how that goes with family share and a free game. So better not get the game on the new account

Free games can not be shared as are games using a separate launcher like the EA app.
