Game running slowly although CPU,GPU,RAM,HD none are utilised above 40% -- please help

I am trying to play Ghost Recon® Wildlands but the game is extremely slow (unplayable) even in low graphics settings.

None of the resources (cpu,gpu,ram,disk) are utilized beyond 40%. In fact GPU is utilized below 25%. Integrated GPU is utilised at about 65%. disabling integrated GPU does not help

Here is my system configration.
Laptop Acer Nitro 5
OS : windows 10 home
CPU: intel i5 8300H 2.30ghz
RAM: 16 GB
GPU: NVIDIA 1050Ti - driver upgraded recently

The issue is not just with Ghost Recon but with any other game

Either need to change performance mode to high via Nvidia control panel. Or you need to go into windows setting, and enable high performance.

If it a manufacturing design, you may need to plug power cord in order to activate full performance.

Full performance is a known Laptop thingy , but so can backup and defragmentation do,

its a power scematic thingy, i have seen name like Entertainment mode to Game mode its just a profile name that its power to where its needed, i have also seen newest laptop can just play in balance mode, but i warn you here , future games with more game requirement then balance mode is not good enough.

and i know DR shadow mean well in Graphic its Quality mode not performance mode
in power schematic its Full performance if we talk about betst of the best in all settings + ingame setting, ( im sure of it its so easy to make that mistake then write it here, thats not same as do it in the system. )

old laps can go performance mode to reduce game and system respond time.

Processor: Intel Core i5-2400S @ 2.5 GHz or AMD FX-4320 @ 4 GHz or equivalent

its your cpu that need the power in minimum , if we just compare with game devs requirment.
and you need the powercord on just as Drshadow point out. ( and balance mode might not be enough with more dlc ) in how much intel boost give you casn still be a issue in balance mode, it look like it should cover it, but sense you complain over it, then it dont look like it.
