Experimental fix. I think this works, but I cannot say for sure.
Sorry for the necroreply, but I just had this issue on Steam for Linux, so I searched and found this thread. I recently had a similar problem on Steam Deck where some of my screenshots became corrupted and then eventually none of them would display in the media tab. I found another thread that suggested deleting the screenshot cache, and that fixed the issue here too. Follow these instructions carefully (do not accidentally delete your screenshots):
First, exit Steam, then navigate to:
(Steam Deck / Linux) /home/deck/.local/share/Steam/userdata/<AccountNumber>/760/
(Windows) ... Steam\userdata\<AccountNumber>\760\
You will see the `remote` folder in there, this contains all of your screenshots.
**DO NOT DELETE THIS FOLDER**
There are three other files in there: `screenshots.backup` `screenshots.firstbackup` `screenshots.vdf`, you may safely delete these three files, or move them to a different location if you're cautious. This will reset your screenshot cache. When you open Steam again, you will be spammed with notifications as it indexes all of your existing screenshots, and then you will be able to use the Screenshot Manager as intended.
