Because the other comments are on game threads, and assume the issue is games. But I've already seen it's not just any one game. It's across Steam. As for when it started? Immediately after the new UI rolled out. Coincidence? I don't know. But do a search and see how many validation loops pop up for yourself.
that mean is it main install or them thirdpart app after games files, this can be the issue thirdpart app is run through script after game install this could be a issue maybe.
not the first time user has edit them files to avoid wrong or outdate game devs script file.
but game devs cant change it , becasue then it will not work for all other that need it as it was.
i dont say its that, only you know where it stop working on the spot. you need to be shelock holmes here to keep eye on the detail. and maybe you did this, but dont think we other see more after game install issue.

do have 200gb more then need it while it process its validates , if this is a game with 100gb DL then its now 500gb 3 to 5 times more disk space to be sure that not the problem. we have seen collection DL that take even more space with dlc's and all the update. i doubt its that more a what if it is.
1. Open the folder where steam is installed
2. Open the "logs" folder
3. Open the content_log.txt file
4. Search for "failed". I found a entry that said
"Failed updating depot 275851 while reading chunk "e8603a78c0d8887c8e729037abcb1c99cf28be0f" (Device Corrupt) (Corrupt game files) "F:\SteamLibrary\steamapps\common\No Man's Sky\GAMEDATA\PCBANKS\NMSARC.TexBiomesSCORCHED.pak"
5. Open the file location listed in your failed entry and delete the listed file.
6. Try updating again.
