Try steam storage management then repaire steam libray, on all disk you have multi steam installed on, and hope it can fix its issue.
Do note i have seen other post with ppl fiddle with path and location, and edit steam files, its not our job to tell ppl you cant do that, but maybe this is what you did, dont forget we other have never had this issue, and that why i think its that.
Ppl try to change OS assigned drev letter and ppl edit steam vdf files,
and now im gussing its that issue.
Only you know how this happend, we other can only guessing here.
worst case every game need to be verifyed.
this is why repaire steam library could be seen as first easy most try step.
ps.
worst case ask steam support, with what game and what startup, they might want to look at code issue why ID has been screwup. ( just because i have never seen this , dont mean it cant happend )
When I double-click onto the game file to open out of the library sidebar it scrolls to another part of the library and opens another game. If I single click on a title I can open it as normal when I use the big "Play" button, that opens the intended title.
It's as though in the process of double-clicking in the sidebar that it scrolls to the top or bottom to another title...
I haven't altered paths of files or anything of that sort
look i dont want to say i have seen it before, but i did it was fixed by steam hotfix a patch after a update, but to say its exatlly same as you have now i cant.
i try explan as you point out its like steaam struggle with its resource or my pc did after update.
problem is how to deal with it then update rekick in after a hour, and then problem was gone.
so im not so sure what you have now is same , but look like it, is pc idle recheck mouse driver reset mouse to default , im not jokeing here, alot of ppl have fiddle with scroll issue 3 or more scroll options, i end up with buy new mouse with 6400dpi problem solve and again have to reset to windows mouse default, as you see its all related to same scroll down issue or whatever it is.
test with other mouse can be seen as very good idea to ruleout own mouse cause issue, just like i explan then scroll dont work ingame or lag then doing it.
i cant say its you mouse or icons left side of steam menu that lag trust me they do then they get update your system fetch them to refresh its steam menu. and now we are over in steam menu resources,
try turn off GPU accelration in steam menu and reduce steam to use lesser resourece in interface, so many issue with it to ID what happend here.
Clearing Steam's cache may help or you may want to try the beta branch to see if it goes away.

You can use the command line to launch games by:
- entering the command in to a web browser's address field
- Winkey+R in Windows and entering the command
- Use Notepad++. These command line(s) will be a clickable link that launches the game.
- Create a windows desktop shortcut with the command as it's address.
- Create an html file and make them links on the page so you can launch from a browser:
There are other ways to use the command line to launch games. Those are the easiest ways of doing it. Hopefully you can accept and use one of them if you don't want to run the previous UI until Steam Support responds to you with a fix.
