Now if you only want a laptop, and not a desktop, your main focus is this.
CPU/Processor
- if it Intel you want i5, or better that at least 11th gen, or newer.
- if it and you want R5 or better, that is 5th gen, or newer.
- Ram at least 16GB
- GPU you want a dedicated GPU, this is either Nvidia RTX that 3000 series, or newer at least 3060, or better, or AMD RX 6000 series or newer at least 6700, or better.
Prices may be high, but that because this is a laptop, with non changable parts, so yeah it better to get the actually not cheat yourself out of the hardware suggested as this be laptop that last for long while.
Now for desktop, that much more easier to manage, you can even get hardware 2nd hand if want it a bit cheaperz but avoid 2nd hand GPU, buy those new.
For desktop it about same as listed above, but you can choose the parts, and try to go cheap if you like, just be aware of you want to overclock that cost little more, but shouldn't matter as avg joe don't even do it, so just get what fit the bill, desktops are often same, or cheaper than laptops.
So if still need help, just ask, and someone will explain, or show you things, and helpful if you tell them your budget this way they know what they can do to find something within your price range.

If you never used high Refresh rate before in your life, this may cause motion sickness, or headaches because your mind trying to adjust to all the information that it getting all at once, when watch things at lower hartz and seem smooth, that because your mind filling in the blanks, but when compare to something that has way more Hartz it seem way too smooth like it fluid, and then you feel off because you're not used to it, and after awhile when get used to it, and try to view lower hartz you feel like it choppy, or sluggish because your mind too used to seeing high refresh rate.
Anyways FPS stand for frames per second, it's the amount of frames pushed per second, so if getting 200 fps, that 200 frames.
Now how Hz works is how many times your display refresh showing each FPS, that means if there 165hz, and 200 fps, you're only ever gonna see 165 fps from your eyes, not 200 fps as display can only refresh the display 165 a second. Hz and fps not the same, but the cap for frames you can see is limit by the display of the Hartz/Hz. Hope that help with little understanding.
Again if you prefer 60/75 Hz like you have on consoles or your laptop, then display you're looking at is fine. If you wanna go into new experience, then may wanna try out the higher refresh rate, now yes you can use low refresh rate on the high refresh rate monitor if you want you just have to make sure to set the settings via the Nvidia control panel.

The only reason I don't recommend the system you link is because using a intel 3rd gen that release in 2012, not because of age, but because you could've gotten something newer, and better for yourself, as well better gpu. My suggestion if can save a little more like $100 ~ $200 might grab a good one that that within the $600 ~ $700 price range, and will last you a long time.
Now to answer the question with the link you posted, yes it can play those games, but you could've got something that gives you double the performance that means double the FPS in game, and more VRAM on the gpu as it the one you link is 1060 3GB, compare to 3060 12GB that 4x the VRAM so you can play the newest most demanding games without problems.
