how can i turn off "special offers" when i open steam?

same, over the last week I started getting these, even though my setting for it has been off both in the old and new clients

It is off and continues to be off on my PC since Valve implemented the new client on 19 Oct 2019.

Note: Being on the beta client all this time.

Not sure what you are talking about as it is still present in the latest beta version of the Steamclient.

Here's a few things to try.
Option 1: Steam > Settings > Interface.
Disable "Notify me about new additions to my games blah blah blah" at the bottom.

Option 2: Try creating a new shortcut for Steam.exe and apply the -silent switch to it. Instructions below. I've done that and shut off auto updates so Steam doesn't automatically update to the newest (annoying) version.

To disable auto updates create a file named steam.cfg in your Steam Client's installation directory with this text in it:
BootStrapperInhibitAll=Enabled BootStrapperForceSelfUpdate=Enabled

The default installation directory for Steam on Windows is:
C:\Program Files (x86)\Steam
That's where you should create the 'steam.cfg' file containing the above text if it doesn't already exist.

Since I've done this I've consistently run an older version of the Steam Client from June 14, 2023. I'm not annoyed with and don't get ads nor does the Steam Client launch in my face when I start a game as I've seen people complain about.

How to Start Steam Minimized (etc):

This does 2 things:
1. Starts the Steam Client minimized to the system tray whenever it's started including when Windows starts.
2. Prevents a Steam window from popping up in the background when launching a game.

Step 1: Press WinKey+R and type regedit then press OK or press the enter key.

Step 2: Copy/Paste the following line into the Registry Editor's address bar and press Enter.
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

Step 3: You should see "Steam" listed on the right. Double-Click on it.
Add one blank space after the quotes first
Then add the parameter switches you want to use to the end of the Value Data field.

It should look like this if you've installed the Steam Client to it's default location:
"C:\Program Files (x86)\Steam\steam.exe" -silent

If you do not have Steam listed create it:
- In the Registry Editor click on Edit > New > String Value
- Name it "Steam" (without the quotes, making sure the S is capitalized).
- Follow Step 3 above.

DONE. Close everything, enjoy!




Optional Parameter Switches you can use:
-silent
This forces the Steam Client to start up or open when you click on it in Large Mode minimized to the system tray.

+open steam://open/minigameslist
This option forces the Steam Client to start up in Small Mode.

You can use multiple parameter switches. Separate them with a space:
+open steam://open/minigamelist -silent -vgui
This option forces the Steam Client to start up in Small mode, minimized to the system tray, using the old UI.

You can also do this with a Shortcut:
If you want it to Start in Small Mode when windows Starts:

1. Create a shortcut from Steam.exe
2. Right-click on the shortcut after it's created and select Properties. In the Shortcut tab add a space after the quotes in the Target line, then add this:

-silent

3. Disable Steam's option to "Run Steam when Windows Starts" in Steam > Settings > Interface.

4. Then press WinKey+E and type shell:startup into the address bar then press the enter key and copy the shortcut you just made into that folder.


Done.
