Thanks for the help, i thought its in the notifications..But it worked for me..I turned off, exited Steam and back on and it did NOT come back..

Thats why steam merge Cookie settings and webpage cache into Delete button "Delete Web Browser user data." in the "IN GAME" menu in steam settings.

Reboot steam might be a good idea.
