Cannot reposition Steam window

I am unable to reposition the window for the Steam client itself within windows. Steam is the only application that I am having this problem with as I can reposition windows for all my other apps. Any idea what might be causing this?

At the bottom right corner is some grab dots, try pushing that corner up and into the center to change the size then drag the top around till its centered then use the grab dots again to adjust the height and width. Then exit steam from either the bottom running tasks at the clock or from steam top left Exit this will save that setting.
When you dont exit Steam fully settings are not saved. Many just use the X top right this does not exit Steam only closes it.

Im sick and tired of the new steam always starting in a small window and i have to take the time to click the maximize button to make it go full screen. The old ui always started out fully maximized. Not this one it starts out in a small window and no matter how i exit steam either via steam then exit or right click the icon by the clock and exit it always starts out in a small window. This needs fixed asap before anything else gets fixed this needs fixed.

Tried using those as well. My window position is just locked. Even the cascade feature from the taskbar doesn't move it. The only thing that is working is the maximize/unmaximize button, but I still can't move it when unmaximized. I mean, I usually run it maximized, but if I can't relocate the window, I can't control which monitor its on.

This happens for me intermittently. Restarting steam client fixes it each time.
But it's so infuriating that the new version is so absolutely cruddy.
Can't see things like total server count in the server browser, the 'players' list also rarely shows players for the games I play anymore etc. It's just crap.
