And technicaly low disk space can technicaly force MS windows to recover free space from temporary files, i have not test this ever, it's ms actual can clean steam files up, sense it seen as emergency procedur doing boot up at windows.
Anything lesser then 200gb aka. old advice with 90% fll disk on 2tb that's the 10% we learn from past OS7 warning or red color bar at disk near full.

And if you think steam going to fix something, they are not in controll over user use all space and if crashed you going to wait a long time, steam is a online client and it dont make it better then games is now 4 times bigger then 10 years ago then 25gb was a huge game.
maybe ask steam suggestion for better option to save current progress, see it as way out of slow bandwide to power issue like browouts as amercian call it , just because all this sounds great dont mean steam want to make it happend , this was done in the modem age as checksum recover procedur, so its nothing new, but could require a option with store files first then unpacking, and i dont need to explan steam this way, they should know this way more then me in what option they can to prevent start over.
