But the short answer is yes. Depending on the specific revision of displayport and hdmi, display port can display higher refresh rates at higher resolutions. Unless you're on an ancient revision and using an 8K monitor, then 60hz isn't going to be an issue.

Although on PC I prefer to use DisplayPort whenever I have the option, but the latest versions of both inputs are pretty similar/equivalent for most users and will support a wide range of refresh rates and resolutions.
Edit: nullable's advised HDMI Switcher is best if you don't have DP on the laptop.
Edit. A lot depends on the resolution of your monitor. It occurred to me that your laptop might only have HDMI 1.4 which cannot do 4K 60Hz uncompressed. If that is the case then you will need to try the DP output. However, at lower resolution such as 1440p or 1080p, HDMI 1.4 will do just fine.
