steam dont update if it see a same update or newer, ( that has noting to do with game install and scripts that run thirdpart app after main game install ) ( watchout of validate game they do same.
its here you need to check you dont have double version or same VC++ with diffrent build nr.
i have seen game act odd wierd, until i clean up old game with outdate VC++, thgats the problem with force installed old script.

some other user did old way manual wipe DL steam folder, but that still reuire steam dont see a older VC++ version in the system
I don't really understand that, sorry. I'm kind of not that computer savvy but I downloaded a new game onto my external hard drive and I literally have to update the steamworks common redistributables for that new game as well. I just don't really understand.

2) The steamworks redistributable is DYNAMIC. It only downloads the redistributables it needs depending on what games are currently installed. ,Everytime you 'disconnect' your external drive it will begin uninstalling all the redistribuables it doesn't need depending on what games you have installed locally. Then redownload them when you reconnect the drive because it will see "oh these new games need new redistributables"
3) Look at #1 and stop doing this

It's great to be able to offload some of these large games to an external drive and free up that space on the internal drive.
I think im starting to notice how it's not doing it as much anymore. It's definitely been making me feel a lot better.

This is nonsensical. You NEED these to run the game. Why would you let a user 'manually' check them when they have literally no idea what they are doing in the first place.
In fact one of THE MOST common issues is when people blindly uninstall these things and then wonder why their games don't work. Why would then want to get angry tickets about how "vcredist 2015 doesnt exist" because they are too full of themselves to remember they disabled this function.
nope i 100% disagree, it can be automatically on at first and ppl who dk how to do a thing wont mess with it.
also are you even arguing that AUTO DELETING stuff from your own drive is a good thing? having the permissions to do that action itself is absolute violation for user experience standards.
i am not proposing stopping the download, i am proposing stopping the freaking insane auto delete, like come on how many drivers and libraries are out there? i can safely assume it's less than 50gb if not even less than 2gb but i'm stretching it,
I would rather have that size always taken from my drive rather than having to redownload because of stupid auto delete script XD
