Sadly most windows software doesn't run on linux. So you will need to find alternative free and open source software that runs on linux, or will have to do a dual boot W7- linux where you use linux to play on steam if games are compatible, and keep W7 for your softwares.
I personnaly resigned, and will make a new pc under W10 by the end of the year, and will need a week to optimize it, remove spyware/bloatware, and bring back as much as I can W7 interface.

anything you move to from win 7 is going to be different
there are many that are close to the gui
but there will be things to learn
win 10/11 both have 3rd party programs that will turn the desktop back into a 7 clone
you will not be able to escape the direction they are going

Upgrade. Eventually if your PC is that old where the next version of Windows is not an option (so barely running Windows 7 then?) the writing is on the wall and you'll have to upgrade. Waiting to upgrade until it's some kinda of catastrophe is a self-inflicted injury I'd argue.
And even if it wasn't Steam, it would be something else. Support ends and either you live with jumping through more and more hoops on an obsolete system or you bite the bullet and upgrade. And if upgrade means a whole new system so be it.
Someone running a 14 year old system just isn't a prime demographic for modern services.

if you need a £1,200 motherboard
you are using it for business purposes
for that, there are win 10 and 11 variants
if the problem is that you do not have the money to update
that means it is probably time to reinvest into that business

I'm not in touch with hardware costs in the UK, but £7,000 GBP seems like an exaggeration. I would be skeptical if you HAD to spend that much. What are you shooting for that's driving the costs up that much?
Nothing wrong with Windows 11 in my experience. I typically don't upgrade to the newest version of Windows until it's been out a year, or at least a few months to get over initially growing pains or until drivers for things are widely available.
I mean the same people who hate Windows 11 and that's why you're not considering it are going to hate Windows 12. And if that's the bandwagon you want to be on, you have several months to consider your Linux options. I do see Mint bandied about a lot these days, but if you want someone just to tell you what to do, go get on a Linux forum and ask or just google the top migrating to Linux/Steam guide on google an go with that.
But if your requirement is that all your Windows software works as is, then you're really kinda boxing yourself into Windows. And if you refuse to use a current version of Windows you're kinda boxing yourself out of PC's and PC gaming. Creating an impossible scenario isn't going to get you any sort of solution. it's not going to convince Valve to keep supporting Windows 7 if that's what you secretly hope.

you can build one for a fraction of the price
