I'm not sure what issue could be exactly. By just rare odd test, just want throw it out there, if you're using Intel 10th gen, or newer CPU, can you try following my guide for let it die? View my profile > my guide > let it die > copy the command line, and open properties for the game via Steam launch option put on the command line, and see if it launches all your trouble issues games, if yes it works, then may have issue of those games, and dev have to recompile their games with newer versions API. Again this just a test if you wanna give it a shot, if you're using Intel 10th gen, or newer CPU.

Get this tool CPU-Z that can tell us what your system specs are, and firmware on your motherboard.
1. You download CPU-z.
https://www.cpuid.com/downloads/cpu-z/cpu-z_2.06-en.zip
2. Unzip the files.
3. Run cpuz_x64.exe, and click on validate at the bottom, click the submit, your broswer will open, copy the whole link from that browser that pop up, and paste it here in the discussion.

Unless you know how to list out these things for me then don't need CPUz.

Motherboard BIOS version:
I just bought Battlebit: Remastered and that one also doesn't work with the fix. Here's the link for my specs though! https://valid.x86.fr/8s033i
1st step do full Windows 11 updates, check for updates, once it has done all the updates then move to step 2.
2nd step do Intel ME update you have to do this, not sure if Windows update do it for you, if not manually download it, and install it, it either tell you have it installed already means windows did update it, or it will update your current version to the latest version. So download MEUpdateTool Version 16.1.27.2176, once you download it, install it, if you have any troubles let me know.

3rd step do BIOS update, you're using the very 1st BIOS, so not sure if this is the cause of issue, but worth checking out, get the "ROG STRIX Z790-H GAMING WIFI BIOS 1202" that your latest version. Put Bios update on your USB thumb drive. once done, go boot into your system bios, and do update.

Once have finish this, test to see if issue still happening, or not. If you're running any background apps that mess with network, or hooks into other apps like 3rd party antivirus, or such they might mess with EAC to causing them to not run correctly, or triggering them to not to run. Otherwise have to contacting EAC to find out why it not working. I wish you best of luck.

Sorry man, I have AMD 7600 processor and AMD 6750XT gcard. I tried your guide and it didn't work, unfortunately. It's all EAC games, inside and outside of Steam. I really think my only solution is a complete system wipe, and I'm not going to do that as I'm starting a new college semester next week. I think I will simply play other games and wait to see if a windows update or driver update will change anything.
Thanks for the responses.
