There were issues where people were using external drives and there are a few different scenarios with those as opposed to internal drives.
If you are attempting to download on the C drive and it is not a laptop, I recommend against doing so...
Also remember to recreate a new Steam library after (if) you reformat the disk.

Is this an internal or external drive?
For the "content file locked" error, try launching steam.exe as administrator...
