im thinking to delete or leave this account forever...
Once a game has been purchased and added to one’s Steam library, that license is permanently bound to that account and is unable to be transferred. U don't buy the actual game but the license to play it trough Steam. If Steam ever goes bankrupt, we have nothing :)
I just wanted a license change because I almost left this Steam account.
Is it possible to get the license change by providing all proofs of those 2 accounts that I am the owner of them?
No even with proof Steam Support cannot transfer a license. It would be a violation of Rockstar's license agreement and would be illegal.

The only way publisher will allow license transfers is if laws are put in place to force them.
However I wouldn't expect that to happen anytime soon if ever. People have been challenging this stuff for years and it keeps getting thrown out of court.
