Steam causing computer to not reboot
I recently built this computer and have been having issues where it will not reboot if I select "restart". Windows does seem to close. Mouse, keyboard, and monitor lose signal, but the tower stays on and does nothing. It hangs there with the red DRAM light on on the motherboard. I've tried lots of solutions, but nothing worked.

It wasn't until I performed a clean boot that I could get constant restarts. However, if I launched Steam and tried to restart the pc, the problem would return. Steam is the only program installed on my second SSD, so I thought maybe it could be that. Uninstalled Steam and reinstalled it on the boot drive. Launched Steam, restarted Windows, and no reboot.

I'm not 100% convinced it's just Steam that is causing the issue, but it is the most consistent. One of the other times where it failed to reboot was when I tried reinstalling Windows. After the initial install, the pc would normally reboot, load Windows and give you that "Hi. We're getting things ready for you." message. That particular reboot also hanged.
