This was not the case for myself at all anyhow - the charges ended up being legit.
The failed purchase funds are just on a temporary hold by the payment provider. That failed purchase will be released back to you in a few days.

Nearly six hundred freaking dollars.....
I contacted my credit card company first and brought them up to speed. Got a new card number etc etc. Steam hasn't responded to my ticket yet. They better have a good explanation for what the heck this is.
