Buttons at the top not working
In the desktop version of Steam, I can't click the buttons at the top left (Steam, View, Friends, Games, Help) also the notification button and the little tab with my pfp and account name don't work. It's not too much of an issue but it's kind of annoying.
Any quick fixes?

Try disabling "Enable GPU accelerated rendering in web views" in Steam>Settings>Interface. If you cannot get to Settings try running Steam in Windows Safe Mode or try after disabling the Display Adapter in Device Manager. Settings should be available for you to thereafter disable the GPU rendering.

It sounds like your system is missing needed components. Possible a system/driver update will fix it.

What Operating system are you using? What are your system specifications?

Glad it worked out for you. If you disabled the Display Adapter in Device Manager, then be sure to re-enable it once you have disabled GPU rendering in Steam settings.
