Buying games in different countries.
I am currently on my vacation in Turkey, the games are significantly cheaper as for myself. I wanted to buy Jedi as it costs $60 in my country while it’s only $25 here. Is it legal and not against the Steam rules if I change the billing address to my hotel and buy the game using Turkish currency?

Changing your store country is an option if you moved long term or permanently. Not if you are on vacation.

Keep in mind you don't only need a billing address in the new location, but also a payment processor with a billing address matching the billing address on Steam.

What you are thinking of doing will not work.

It is a form of circumventing your original location, I would just buy the game in the country you are originally from.

What you are thinking of doing will not work.
When you buy at checkout you be offer to change country this trigger when using payment method for said country. Otherwise you just don't get the option to do so.

It ideal to do this when living in region for long period of time, because there a cooldown when changing region.

Also it not ideal to use hotal as your living address if not living there really, but that just my two cents.
