It's a part of Steam. And more specifically it's a part of the Chromium Embedded Framework that Valve uses to display web page content in the Steam client, and the built in web browser.

It's nothing to worry over or micromanage.

It's because of how Chromium works; it uses separate processes to handle the various components of the UI.

The memory usage looks typical; some users have reported unusually high memory usages.

It's not a virus. It's normal Steam behavior it's been like that for years, you just never noticed. I have 7 instances of Steam Client WebHelper open myself. And we don't coincidentally have the same virus or anything silly like that because it's just how Steam has been working for years.

My total RAM usage is 864MB, and I've got instances using anywhere from 436MB to 2.6MB. It's working as intended.
