At any rate content you purchased on Steam will generally always be accessible. Like I can download all the TellTale games I bought way back in the day before they went bankrupt. But when companies shut down often they sell their assets, so the newer owners of the IP may pull the game from Steam preventing future sales. Or they may still sell the content they now own on Steam. The specifics vary on a case by case basis.
But again content you own would generally be available in the worst case, just no new sales or way to buy that content.
There is a clear difference between selling new licenses and hosting data for existing license holders.
