100 Megabit = 12.5 Megabyte per second.
So, getting a downloadspeed of 12 Megabytes per second is rather normal for a 100 Megabit connection.

There you go. As stated in the Captions, I did a Speedtest immediately after setting everything up, and got expected results. however, after noticing my Steam DL speed drop, the second image is the results. im pretty sure its something with the router at this point, but ive got no clue what.
Wifi Connection? Had that problem too at some point and it was my router dropping down into the slower 2.4ghz network when the 5.0ghz reception was not perfect.
2.4ghz seems to be locked at around 10-11 MB/s in that case.
If you are on Wifi connection, try forcing your connection to stay in 5ghz in the router settings or disabling the 2.4ghz frequency alltogether.
Alternatively try if you get better speed with a LAN connection.
