But why you have system resolution issue, is another matter make clean GPU driver install
Nvidia use custom mode in custom install AMD use DDU app,
and nvidia has own control nvidia panel, to set main GPU card and Native resolution.
you might want to check Monitor Brand page or might just use windows default Monitor Driver.
things can change with Monitor ini file or whatever they do software update its seen before in the past.

Bethseda game has always done this. you need a strong well optimized pc, or you will get trouble with game engine.

Yes I well aware of Bethesda has it's own launcher, but Steam now launches it's own launcher to launch Bethesda's launcher. This problem is new in that Steam has add a complexity to launching the game and Windows update just released. Which booted me back to the beginning where Bethesda's launcher looks for the screen resolution.
Secondly Steam has always being required to run Fallout 4 whether via the play button in Steam itself which will bring up the Fallout 4 launcher, or running the game via Mod Organiser 2 (for example) which will launch Steam in the background without the Fallout 4 launcher.
It is a check to see if you own the licence to Fallout 4 because that is part of Steam's drm service offered to their partners (developers) if they choose to use it.

Dont know the problem you have , im on win10 and there is no steam or windows issue, there is no extra app that start Bethesda launcher, if you are talking about steam client startup, to my knowledge fallout 4 has always needed it,
Are you one of them from Bethesda online client that migrated here and dont know this.
i dont recall it , but i think steam client with fallout 4 was made way before Bethesda made own online client , maybe its this you mean, you bought game later on Bethesda own made client.
If thats the case, then its normal for all of us steam user, and not Bethesda own client users that is shutdown ( end of service. ) my Bethesda games is migrated to steam client.
