The one-time payment of $7.49US (or whatever your local price is) and gives just Mass Effect. There are no additional charges.
EA Play is a monthly subscription that gives a lot of games and has a reoccurring payment.
I reccomand you the Legendary Edition (for the remastered edition):

1. The Steam subscription agreement is terms you already agree to when you made your account day one. This does not cost you anything to make a steam account, or to use Steam.
2. The fees are either you buying a product license on Steam which is one time payment, or subscription base such as EA play that tells you that it charges you monthly.
- So if you buy Mass effect game, you can play all you want, long as you want, there no other fees after buying it.
- If you got EA play instead, this only allow you to have access for a month to all EA games listed under EA play on Steam you can view which games is under EA play by visiting EA play page on Steam, you will have to resubscribe if want to keep the membership subscription going, or to resume.
