Skin not showing in-game

I purchased the Cursed Cauldron skin and other skins in May of this year. All skins except the Cursed Cauldron showed up in-game though it is showing in my Inventory. I tried to contact the seller but got no reply. I've attempted to find help with Steam support but cannot find any support for skin issues, only gameplay technical matters. Honestly, it's like being on a merry-go-round that constantly stops in the same position. Can anybody Please point me in the right direction? Spending AUS$13.95 on a skin that doesn't exist in-game isn't right and makes me feel like I've been scammed considering out of the 42 skins I have purchased, this is the only one that doesn't appear.
