Steam is buggy
I use a HDD that stores all my steam games (I know, steam finds it unpreferable) but it disconnected once while I was playing Dark Souls 3 (my cat pushed it off). Ever since my steam has been laggy and ive constantly been battling to clean corrupted files off my PC. I think I've got rid of most of it but games take a long time to load up now - before it took 5-10 second.

I've tried a lot of things like clearing download cache, chkdsk, reinstalled/verified integrity of games numerous times and some games are constantly stuck on the "Launching" message. Completely lost and its just really buggy ever since.

For me it looks, like your HDD is busted and you should buy a new drive (preferably SSD).

A delicate piece of precision electronics fell off your desk while spinning at thousands of RPMs. Is the problem:
  • A: Steam, that buggy POS?
  • B: That mechanical drive? It's probably broken and in need of replacement.
My vote goes to C: The cat. Thing is a menace.

I don't think my HDD is busted, how can I tell if I should replace it? Anythin else I should try before resorting to it?
Install a game that you know to be an "issue" on your actual PC and see if the problems still exist. If there's no bother then that should easily confirm to you that dropping a hard drive isn't going to have done it any favours especially while its running.

Trying a different USB port on the PC might also work but generally if hardware hits the floor from a height its going to have a bad time. The drive might be spinning but that impact could have knocked loose connections inside, tweaked the heads that read the discs, damaged the USB ports.

If you have to replace it I'd suggest either an internal drive or if you have to go external then invest in some velcro or a hot melt glue gun to secure either the drive or the cat.

I've tried a different port - no use. I've redownloaded the games that have had issues (e.g. Foxhole) and it still persists.
Foxhole just says "Launching" or it launches but there is no application but it says its 'Running' on steam.
edit: It does load, but it took 15 minutes till the application popped up and its just a black screen

Google format command or see windows on format a disk you do know what consequece is with Format a disk i bet., do note not all steam user is experience pc owner.
right click disk format and read windows GUI option its all there.

most will say format a disk require some pc skills. ( google is best friend if you got the right info ofc. )

I suppose I can format it as a last resort (or get a new hdd), just wondering if there was any other cmds i should run or other sort of things. It's confusing since games load much slower but the game I was playing while it disconnected (DS3) takes long to load but actually runs whereas Foxhole doesnt.
When I suggested reinstalling I meant on the PC itself and not the external drive. Part of problem solving stuff like this is to try and see if the thing is a problem by removing it from the equation completely.

Installed Foxhole on my internal drive and works fine, but is stuck infinitely loading. Seems like a lot of games on the external HDD are stuck infinitely loading and/or load in but infinitely load elsewhere.

I managed to fix aspects of the HDD (like stopping it crashing file explorer/task manager) but steam games launch but are stuck loading. Tried reinstalling it on the HDD and cleared download cache again. Nothing.
