Steam download keeps crashing and is unstable

Hi, so my issue is that whenever I download steam games my download speed starts at 25 mb/s and then it crashes to 0 and from there it sometimes goes up to 3 mbs or is lower than 1 mbs. The download speed also is very unstable, it randomly goes from 1 to 0, and so on. I'm currently trying to download payday 2.
My disk usage is very low. It doesn't usually go higher than 1 mbs.
What I've tried already:
I'm using ethernet cable and it's slower than WiFi (in fact WiFi actually doesn't download nothing)
I restarted my pc, changed download region, cleared cache of steam, also repaired game files and verified the integrity. And many others, please if you can, help me.

You said cable is slower that WIFI, and WIFI doesn't download anything? (??)

Do you downlaod on a external Hard drive or USB key?
